SC upholds cancellation of road contracts

The Appellate Division on Monday upheld the Local Government Engineering Department’s cancellation of road construction contracts given to Faridpur Awami League leader Sazzad Hossain Barkat’s construction firm Sazzad-Barkat Construction and Engineering Limited.

The department recently cancelled four contracts for the construction of roads in Gopalganj and Faridpur as the firm had made no progress in the construction as per the contracts.

Earlier on March 24, the High Court cancelled the department’s decision and allowed the construction after hearing a writ petition filed by the firm’s chairman Syeda Afroza Akter Parvin, also Barkat’s wife.

Justice Hasan Foez Siddique of the Appellate Division after hearing a government appeal on Monday stayed the High Court order.

The police on June 7, 2020 arrested Sazzad and his brother Imtiaz Hassan Rubel in a case of vandalising the home of the district Awami League president Subal Chandra Saha in May 2020.

The two brothers are facing eight more cases on various charges, including murder, illegal drug trading and extortion.

The Criminal Investigation Department on June 26, 2020, filed a money laundering case with the Kafrul police station in the capital accusing the two brothers of illegal income and laundering of Tk 2,000 crore.

On November 12, 2020, the Anti-Corruption Commission filed another case alleging that the two brothers amassed illegal assets worth about Tk 73 crore and concealed the information of wealth of about Tk 54 crore.

Earlier in October 2020, a Dhaka metropolitan court ordered the freezing of 88 bank accounts of five people, including Barkat and Rubel.

The three other bank account holders were — Barkat’s wife Afroza Akter Parvin, Rubel’s wife Soheli Imroz Punom and Abdus Sadeq Mukul.

Ruhul Quddus Kazal with his junior Saiful Malek appeared in the Appellate Division for Barkat while additional attorney general Sk Md Morshed represented the LGED.
