The National Board of Revenue has allowed re-export of fertiliser imported from China to Nepal on condition that 10 per cent local value addition would be ensured under entrepot facility.
Customs (international trade and agreement) wing of the NBR on January 11 issued the permission saying that the re-export activities of 29,500 tonnes of fertiliser would be completed under the Bangladesh-Nepal Transit Agreement and related protocol.
In a clarification letter, the NBR said that the fertiliser imported from China through the Chattogram and Mongla sea ports would be re-exported to Nepal through railways after packing in the locally produced bags in Khulna or Nowapara in Jashore.
Desh Trading Corporation imported the fertiliser to re-export to the Himalayan country through the Rohanpur-Singhabad rail transit route via India.
According to the NBR, import procedures such as bill of entry submission, customs assessment and payment of duty taxes (if applicable) or giving bank guarantee will be completed at the Customs House Chattogram or at the Customs House Mongla.
The port concerned will appoint officials as escort officer to accompany the consignments up to Nowapara in Jashore to prevent internal diversion and other possible irregularities.
Officials of the Customs Excise and VAT commissionrate will take over the responsibility from the escort officer and supervise the local packing and loading to the Nepal-bound rail wagon.
Importers will complete the export procedures, including submission of bill of export and other documents, to the Rohanpur land customs station in Rajshahi, the NBR said.
Rohanpur LC station will give permission the consignments to leave Bangladesh border after being certain about the required value addition and other requirements.
According to the Desh Trading Corporation, the ship containing the fertiliser arrived in Chattogram port on December 31, 2020.
Of the volume, 12,300 tonnes will be unloaded in Chattogram port and the remaining 17,200 tonnes will be released in Mongla port.
