SSMCH director made OSD over graft charge

Shaheed Suhrawardy Medical College Hospital’s acting director Uttam Kumar Barua and Institute of Public Health director Abdur Rahim have been made officers on special duty.

The health ministry on Tuesday issued an official order to the effects.

The ministry earlier found Uttam party to corruption involving over Tk 6.40 crore in hospital purchases, according to a show-cause letter issued to him on October 29.

Abdur Rahim issued a notice on October 28 asking the IPH Muslim employees to follow the Islamic dress code on the office premises, prompting the ministry to demand an explanation on his authority to issue such an order.

According to health ministry findings, Uttam misappropriated the money in three purchases during 2018–2019.

In a purchase of eight OT lights, he embezzled Tk 4,59,64,000 showing higher prices for the equipment.

In another purchase of two anaesthesia machines with ventilator, he pocketed Tk 1,17,25,000, again showing higher prices for the items.

In the third case of purchase, he embezzled Tk 78 lakh, this time too, showing higher prices for two coblation machines bought for the hospital.

The ministry investigation found that Uttam did not follow the procurement rules and avoided specifications, unit price rate and even the equipment list.

‘As authenticity in the [three] allegations have been found true, you have violated the government services rules and that you have made corruption,’ the ministry said in an order asking Uttam to explain why appropriate punishment would not be ordered against him.

Despite repeated attempts, Uttam Kumar could not be reached for comment. He neither received phone calls nor responded to the text message.

Regarding the IPH order to follow the Islamic dress code, the health ministry on October 29 asked Abdur Rahim to explain his authority to issues such an order.

The order was withdrawn following an outcry against it and the IPH director on social media.
