Tension between admin and other cadres surfaces

Tension surfaces again between officials of administration cadre and other cadres following recent appointments of admin cadre officials on deputation to the top and mid-level positions in different agencies meant for technical cadres like doctor, engineer and agriculturist.

Bangladesh Medical Association, Institution of Engineers, Bangladesh and Krishibid Institutions Bangladesh leaders said that they were planning to hold a joint meeting this week to bargain with the government collectively to stop such appointments and to ensure rights of officials of other cadre services.

They said that admin cadre officials were privileged and got promotions beyond sanctioned posts and consequently many additional secretaries were holding positions equivalent to joint secretary while joint secretaries were holding posts of deputy secretary.

Those who were not getting any office were deputed to agencies meant to be run by technical cadre service officials, BMA, IEB and KIB leaders said.

The officials of the technical cadre services however did not get promotions though many approved posts remained vacant for years, leaders said.

Holding the chairs, they said, admin cadres officials take all benefits including special trainings at home and abroad and are subsequently appointed to other agencies which do not have any link with the previous posts.

‘Such domination and oppression must be stopped,’ BMA secretary general Md Ehteshamul Haque told New Age.

Ehtesham said that BMA would invite EIB and KIB for holding a meeting this week to collectively draw up an action plan to ensure equality among all cadres as well as the rights of technical cadre officials.

‘We will also call district unit presidents and secretary generals of BMA and Shadhinata Chikitshak Parishad in the capital next week to take their opinions,’ he added.

BMA and Swachip on Tuesday sent a joint statement protesting at the deputation of so many admin cadre officials in the health service sector.

At a seminar organised by the Society of Surgeons at a Dhaka hotel on Sunday, they also threatened agitation if the government did not look into the matter.

Ehteshamul said that health service cadres across the country were frustrated over seeing so many appointments of admin cadre officials at the health service providing agencies as they also face humiliation from admin cadre officials regularly.

An additional secretary  was made director of the Central Medical Stores Department in May which should be assumed by a joint  secretary equivalent director of directorate general of the health services, Ehtesham said adding that another deputy secretary was deputed at CMSD in June.

‘Directorate general of the family planning department and several other directors of the department are now from admin service,’ Ehtesham said.

Even admin cadre officials were given postings at the directorate general of the health services, he said.

Krishibid Institution Bangladesh secretary general Md Khairul Alam said that they would join BMA’s meeting as in 2012, KIB, EIB ad BMA formed a common platform named Prakrichi to ensure the rights of officials of 26 cadres excluding admin and economic cadres.

‘Agricultural cadres were deprived of promotions, increments and other benefits the admin cadre officials are enjoying,’ he said.

Officials from all other cadres were dominated by admin cadres having equal status from the beginning of their services, Khairul Alam said.

IEB, Dhaka Centre secretary Kazi Khairul Bashar said that IEB did not get any result despite complaining to the prime minister Sheikh Hasina’s political advisor HT Imam against the appointment of non-engineers as chairmen and directors of nine agencies.

Depriving the engineers, Khairul said, admin cadre officials became chairmen of Petrobangla, DPDC, DESCO, Titas Gas, Northern Electricity Supply Company Limited, West Zone Power Distribution Company, Karnaphuli Gas Distribution Company Limited, Bakhrabad Gas Distribution Company Limited and Jalalabad Gas Transmission and Distribution Company Limited.

Admin cadre officials were also occupying posts of the managing director, executive director, managing director, project director and director of Dhaka Transport Coordination Authority, Dhaka Mass Transit Company Limited, Mass Rapid Transit Project, they complained.

‘The admin cadre officials are privileged as they have direct accesses to the government high-ups,’ Khairul said.

Prokrichi leaders also expressed concern over admin cadre officials holding top posts of directorate of primary education, Bangladesh Television, Bangladesh Film Development Corporation, Nazrul Institute and others.

HT Imam could not be contacted for comments.  

State minister for public administration ministry Farhad Hossain said that service rules allowed deputation of the most competent officials at other agencies.

‘Our priority is to appoint the right people in the right positions,’ Farhad said.

Farhad admitted that when it comes to promotions admin cadre service officials are given priority as their services are more important in running the government.

Still, he said, the government would hold dialogues with any aggrieved groups so that they did not feel oppressed.

‘They should also negotiate with their ministries concerned on the issue of their promotion,’ Farhad said.
