PMO frames BIDA one stop service rules

The Prime Minister’s Office has formulated the one stop service rules for the Bangladesh Investment Development Authority to facilitate the ease of doing business and speedy services for investors over an online platform.

The investors will get at least 90 services rendered by 26 government agencies from the one stop service (OSS) centre within specific days of application, according to the One Stop Service (BIDA) Rules-2020 issued on May 10.

Most of the services will be delivered within one to 15 days while some other services will be provided by 21 days to 30 days, the rules framed under the OSS Act-2018 said.

 Only two or three of the services will take 45 and 90 days.              

According to the rules, the investors will get services related to trade licence, company registration, land registration and mutation, industry registration, visa, issuance of industrial IRC, environmental clearance and renewal, building construction, gas, electricity, water, telephone and internet connections, fire-fighting related services, boiler licence, services on tax and duty, certificate of origin, utilisation declaration, trade mark licence and the Bangladesh Bank related banking services.

The investors will avail the trade licence, land registration, TIN and BIN in one day, land mutation in 28 days, services related to company registration between one to seven days, issuance and renewal of visa in seven days, BIDA services in  one to 16 days, environmental clearance in seven to 45 days, building construction in seven to 20 days and fire licence in 15 to 30 days.

The authorities will provide electricity connections and metre supply in 28 days, approval of gas connections in 30 days, water and sewerage connections in seven days and telephone and internet connections in three days.

Services related to the National Board of Revenue will be provided in one to 15 days, certificate of origin in two days, utilisation declaration in two days and the Bangladesh Bank related services, such as profit and dividend repatriation and approval of application for taking loans from off-shore banking units, in seven to 15 days.

Only obtaining the environment clearance for red category will take 45 days while land acquisition services of the land ministry will take 60 days and that of the Deputy Commissioner’s Office 90 days.

The Bangladesh Economic Zone Authority also provides 18 services through its one stop services to the investors under the act.
