The Bangladesh Telecommunication Regulatory Commission has accused mobile operator Robi of non-compliance of a number of conditions, including non-payment of around Tk 109-crore dues billed for its merger with Airtel.
The BTRC in a letter on February 12, asked Robi to fulfil the conditions by 10 days. The telecom regulator warned that if the mobile company failed to fulfil the conditions, it would face legal actions.
The BTRC in its letter also mentioned that the commission would issue order of merger of licence and complete the whole merger procedure of Robi and Airtel after fulfilment of all merger conditions and submission of required documents.
Robi, however, in an explanation letter to the BTRC in mid-February denied to have committed any wrongdoing saying that the issues of dues had remained before the Appellate Division while the company was in a process of fulfilling other conditions.
Robi also mentioned that the operator would pay the BTRC the claimed amount if the telecom regulator provided Mushak Challan 11 (VAT invoice) against the payment. The operator in its reply to the commission also agreed to pay bank guarantee regarding the dues.
The BTRC letter said that under the merger conditions 12 and 16, payment of Tk 427.35 crore to the commission was a mandatory for Robi.
The entity paid Tk 318.52 crore on November 20 last year.
The BTRC in its letter also said that Robi was yet to surrender 5 MHz EGSM bandwidth in favour of commission as par the condition 15 of the entities’ merger.
Although the payment of all dues of the government or the commission was a mandatory under the merger condition 3, Robi is yet to inform the commission regarding the payment of dues, the BTRC letter said.
Reporting to the commission regarding the joining of Airtel employees to Robi was a mandatory under the condition 5 of merger but Robi is yet to submit report to the commission in this regard, it said.
The BTRC letter also mentioned that Robi was yet to inform the commission regarding the implementation of the condition 6 regarding the VRS/VSS of Airtel employees those who were not interested to join in Robi.
Robi in its reply informed claimed that it had already implemented the conditions 3, 5 and 6, and had already informed the commission in this regard earlier.
When contacted by New Age, Robi senior officials, however, declined to make any comment in this regard.
