BL, Teletalk’s 4G service below standard in Dhaka: BTRC study

Bangladesh Telecommunication Regulatory Commission has found the service quality of private mobile phone operator Banglalink and state-run operator Teletalk below standard in terms of internet speed at several places in the Dhaka city.
Grameenphone and Robi, two other private operators, however, fulfilled all the criteria specified in the BTRC’s Quality of Service Regulations 2018, according to a BTRC report published on Tuesday.
Under the new report, BTRC carried out quality of service tests at Motijheel, Kamlapur, Khilgaon, Mohammadpur, Adabor and Uttara in Dhaka in March 27-29 this year. The latest test of BTRC covered around 185 kilometres of area in the six zones.
The report was prepared based on the outdoor service quality of the mobile phone operators, BTRC officials said.
Compliance with the BTRC-specified quality of service benchmark does not mean that the customers of the mobile phone operators would get quality service indoor as there are instances that people even cannot talk or access internet indoor, they said.
As per the BTRC’s report, download speed through 4G service was 6.49 megabit per second and uploading speed was 4.45 Mbps through Banglalink network.
Download and upload speed through Teletalk network under 4G service was 4.85 Mbps and 4.53 Mbps respectively.
Besides, Teletalk also failed to maintain call setup time and call drop rate as per the QoS regulations.
Operators are supposed to maintain minimum 7Mbps download speed and 1Mbps upload speed in 4G service.
GP and Robi maintained 10.07Mbps and 10.32Mbps download speed respectively under the 4G service and the operators maintained 9.9Mbps and 9.38Mbps upload speed through 4G internet service.
In a statement on the service quality on Tuesday, GP chief executive officer Michael Foley said that GP had consistently invested in its network to ensure quality service for its customers.
‘Maintaining network service quality requires continuous adjustments to adopt the latest technology as well as accommodate with the dynamic usage patterns of our growing customer base, said Foley adding, ‘We consider this as a challenge to improve every day.’
Robi corporate and regulatory affairs head Shahed Alam told New Age, ‘We are very happy to see that Robi is leading the industry in terms of quality of service.’
‘Especially, it was very heartening to find that the massive investment we have made for creating the largest 4.5G network has already resulted in the best data speed available in the industry,’ said Shahed, adding, ‘Our impressive performance in the BTRC survey only emboldens us to deliver innovative quality digital services to our customers.’
Another study conducted by the commission in November and December last year at several areas in the Dhaka city showed that GP had failed to comply with three out of nine quality-of-service benchmarks mandatory for the mobile phone operators while Robi and Banglalink each had failed in two parameters.
The tests were conducted at Uttara, Basundhara, Dhaka Cantonment, Baridhara, Gulshan, Banani, Khilgaon, Rampura, Moghbazar, Mohakhali, Jatrabari, Old Dhaka, Dhanmondi, Mohammadpur, Agargaon and Mirpur zones.
The previous QoS reports showed that all the three operators had failed to maintain the 4G internet speed in Dhaka city along with four other divisions.
