Construction of Sunamganj haro protection embankments is yet to be started while the local people have expressed their worry that any delay in construction works would make them vulnerable to rain and flash floods that might wash away their crops and cattle just like the previous year.
The construction project was scheduled to be started by December 15 after formation of 1,088 project implement committees (PICs) comprising local farmers, said a Water Development Board officer.
But the situation became grave as PICs, which are in charge of recruiting workers and overseeing the whole construction work, were yet to be formed in almost half of the areas, he added.
Haor Banchaw Sunamganj Banchaw Andolan convener Bazlul Mazid Chowdhury said the delay in beginning the construction works would multiply the vulnerability of the haor areas by raising the possibility for embankments to break away in flashfloods.
Water Development Board officers said delay in formation of project implement committees (PICs), comprising local farmers, had held the construction back.
These PICs were supposed to do assessment of damages of embankments and then the construction works would be started, he said.
Formation of PICs was not completed so far at different upazilas in the district, the WDB officers said.
Sunamganj WDB-1 executive engineer Abu Bakkar Siddique Bhuiyan told New Age on Tuesday that lists of PICs of six out of 11 upazilas of the district had already been sent to the district office, but lists of PICs at Derai, Shulla, Jagannathpu, Chhatak and Doarabazar were yet to be reached in the district office.
He, however, expressed his hope that the lists would reach the district office within one or two days.
Abdul Hai, chairman of Rangarchar union council at sadar upazila in the district, told New Age that assessment of the Kanlal Haor embankment in his union had completed recently.
The WDB sources said the water resources affair ministry hads allotted Tk 61.4 crore to construct and repair a total of 550-kilometre embankments along 54 haors in the district.
According to the ministry circular, construction and repairing works of the embankments would be implemented by 1,088 PICs that are supposed to be formed comprising local farmers, the sources said.
‘The ministry also instructed to form the PICs by November 30, start the project works by December 15 and to complete the projects within February next,’ an official of the WDB said.
The PICs had been asked to start working as early as possible after completion of related formalities, where the assessment of concerned project had been completed, he added.
